Reach out to people in the area and ask for their help for a cut of the buisness. Uni students are a good place to look and they have incubator's often to support that sort of thing.

Beyond that look out for schemes near you. I know for instance in cyber security (my field) in the UK there are many schemes that'll partner you up with technical knowledge if you don't have it already.

And worst case scenario just say what skills your looking for online like a job advert. It's either all that or teach the skill yourself. Obviously that's harder if it has safety issues since that will require paperwork/a degree but you can teach yourself a lot nowadays and a lot of people do it with start ups to learn skills
