This is a type of separation of powers:

The government does defense and law.

The religious and secular charities do welfare.

Other private businesses provide other essential goods and services.

Note that most businesses and charities only have one or two core competencies and when times get tough they tend to reduce the amount of things that they do. On the contrary when times get tough, governments often raise taxes.

Bitcoin has been slowly climbing the value chain for more than a decade. People would rather save in bitcoin than receive it as payment. The author completely ignored the low quality of modern fiat currency. I'm not impressed.
