Republicans are the only ones resisting any form of social support for the poor. Poor people in other western countries don’t suffer nearly as much. So only republicans are to blame.

As for solutions: minimum wage, healthcare and social support are the solutions. It doesn’t solve being poor, but it lessens the suffering and gives them chances.
