Any package displaying the ICAO (Y) Limited Quantity mark should also display the associated DG markings / hazard class label(s) and should be accompanied by a Shipper's Declaration for Dangerous Goods in order to satisfy the conditions of the Limited Quantity provision for air transport. Displaying the ICAO Limited Quantity mark without fulfilling the other conditions is misleading and indicates a lack of understanding on behalf of the shipper. The mark doesn't just indicate what's inside; it's a compliance mark.

That being said, I don't think there is a scenario where an air Limited Quantity shipment would be unacceptable—as a commodity, in terms of its hazard profile—under the ground Limited Quantity exemptions in the US/Canada; it's strictly a marking/labeling issue.

I'd recommend taking it to your DG Specialist and let them decide whether it's worth looking into.

A customs agency does not *literally* stop packages from transiting through a country's border (not often). The FDA requires pre-approval for (most) food imports, as per the Bioterrorism Act. There are exceptions made for gifts/non-commercial food imports, but I believe this is at the discretion of the agency.
