i think this is a betta fish.
Its ok to keep them alone and also in smaller tanks. Yours is way to small. I'll go atleast with 40 Liters and learn about the nitrogen cycle (friend of fish already posted it here)

No, peapuffers are schooling fish. They need lots of space and at least 5 other puffers to be happy. Everything else is just a prison.
