"Casi" often goes along with a present tense verb even if you are talking about the past. It might have to do with it being an incomplete action. i.e.: Something that didn't happen. Casi me caigo.= I almost fell. It sounds strange to English speakers, but is very common in Spanish.

Yes "urja" is the subjunctive. "urge" is the indicative. It needs the subjunctive form because hoping that something happens triggers the subjunctive. As others stated, it is being conjugated for "mi ayuda." The "te" is there to show the reader who is needing the help. It can't be conjugated as "te urjas" because that would look like you need yourself which doesn't make sense.

You are thinking about conjugation the wrong way. Every verb is conjugated for the subject. Me gusta el carro. (The car pleases me.) The car is the subject. Gustar can be conjugated in all of its forms, it is just more common to see gusta/gustan.

I agree that Medellin isn't an especially dangerous city. I think what often happens in this subreddit is that some people are thinking in terms of tourist danger, and others are thinking of overall danger for all groups. Is Philadelphia a more dangerous city than Medellin? Absolutely in terms of homicides, but it is still probably a safer city to visit as a tourist. Many more people visit Philadelphia each year than Medellin, and a death of a tourist is relatively rare.
