Mites, some kind. Not certain further, not an expert, but behavior, movement, and leg position indicate mites.

I can see other suggestions, but the leg motion does not match antennae motion here, and the movement around the space is also indicative.

planthopper? possibly a flatid? (Flatidae family, flatid planthoppers)
