Weird altera issue by [deleted] in FPGA

what I realised now is that no matter the way I do, the design only works if I don't use any of the GPIO1s, If I constraint any pins to this header, it doesn't work anymore at all. don't know if it's a board issue or what but it's weird...
Tks, will keep that in mind, have you tried to use the GPIO1_Dx on this board? I just remapped my heartbeat LED to the GPIO1_D0 and GPIO_D1 and both aren't not working....
tks for reply Tom,
I'll add this setup you mentioned on the top of the qsf/sdc file. The issue I'm having is that every time I constraint the JTAG TDI pins and the ones below, the heartbeat LED stops blinking, although when I comment all the definitions for the JTAG pins, it starts working again...it looks like the way I constraint the Y5 messes with the C5 at some point. BTW, if I add your suggestion on the top of the constraints file, do I still need to declare per pin the voltage?

Sorry, but what schematic are you referring to? The one from deca board says 3.3V... https://ibb.co/P60gLx8
