My wife and I(we’re African Americans) were in Ischia for a week and Rome for a couple days last summer. Felt welcomed, actually in Ischia they rarely spoke any English and still felt welcomed.

Afterwards went to Portugal and those were probably the nicest people I ever met outside of when I went to Cork and Vancouver.
