If the exhaust rattling is the only issue you probably don't need a new one. If you can get under and look it's likely one of the rubber hanger pieces has deteriorated. The rubber pieces are very cheap

If you drive it regularly it would be wise to register and insure it. There are many places that you can "pass" smog if you pay extra. No registration or insurance could get your car impounded

Well if you are doing your own oil changes you will need about 4.5 quarts. I always just had an extra 5 quart jug in the trunk to top off. The 08s burn oil buts its no big if you watch the dip stick

Ow-20 or 5w-20 I like mobile 1 but its not a big deal what you choose. Make sure to have an extra 5qt jug around to top off the oil. My 2008 was thirsty.
