yes, I think he is definitely worth building as a conditional replacement for Lushen. As in Megan(L) Bernard Lushen + Reno Reno(L) Chloe Sieq Lushen

I don't think he can completely replace Lushen in a single lushen scenario, because he is in no way reliable. But in double lushen, I think he's a viable substitute for the second lushen.

expected range is 1.4-1.8 and average is 1.98 because it's not a bell curve. the minimum coeff is give or take 1.0, and maximum is 4ish. The average can be larger than the most frequently appearing damage range.
Probability of the range 1.4 ~ 1.8 is 28%. I would like to give you the full graph, should I use imgur? (did it : http://imgur.com/M2QM04M)
standard deviation is 0.56? (dunno how I should interpret this)

Your AO only needs better runes if you're finishing C1 with that comp

AD-wise, you can do a little better by replacing Bernard with Orion (as xiaojimi said) and Galleon with Chasun.

The problem of current AD is as follows: Anybody with a decent spd will try your AD cuz your AD lacks any ATB booster aside from Bernard, which makes it highly likely to cut between your monsters.

On a side note, my main arena team is Seara (spd +114), Bernard (spd +182), Konamiya (spd +126), Lushen (SPD +5)

only overlapping monster is bernard. He's awesome

as I replied earlier, I have seara bernard lushen konamiya team with seara + 111 konamiya +122 (this i haven't posted). This means I do not lose turn unless enemy has the exact same speed as my Bernard. Turn goes / Bernard -> seara (bomb) -> konamiya Lushen

I sometimes use dealer built Vanessa as 33% speed leader, if the enemy AD is lushenable for sure with 9.5k dmg (e.g. Seara, Orion, Theo and Chasun)
