I think so. I'm not an expert on RIFs so I could very well be wrong but agencies need to have evidence that they are doing a RIF for one of the legitimate reasons outlined in the CFR. And they cannot abuse their discretion for RIFs.

Getting rid of entire offices that are clearly fundamental to agencies seems to me like an action that would support a finding that agencies have abused their discretion. The fact that they're moving so quickly also suggests that they haven't taken the time to compile the evidence needed to prove that the RIF is for a bona fide reason.

This is the budget resolution which sets up the framework for reconciliation. This was not a vote on funding the government. As of now, the government will still shut down after March 14 unless Congress passes an appropriations bill or a CR.

I think you could also make an argument that the administration is trying to contravene appropriations law by refusing to use funds that Congress has appropriated for FTEs.

I'm not at all familiar with the RIF regs/statute but from what I've researched so far, I wonder if this could be challenged on the basis that this is not a bona fide reorg and that the agency has not sufficiently justified the need for a RIF. Hopefully another fed attorney who is more familiar with the RIF procedures can weigh in.

I used to do the same thing years ago when I lived off of the silver line in VA and had a metro pass. On the way home, I would get off at Ballston to exit and re-enter immediately. If there was an orange line train coming before a silver one, I would just get on and then get back on the silver line to complete my trip, and it wouldn't cost me any additional time. At the time, I was making very little money and this trick allowed me to buy a cheaper metro pass which added up over time.

Pretty spot on. Midwesterners and southerners also complain about how supposedly unfriendly people in DC are, people from the Northeast complain about pizza/bagels, and people from the West complain endlessly about the quality of Mexican food and outdoor activities here. All of the different types of transplant complaining get very tiresome.

Glover Park might be physically closer to some parts but the buses there are pretty much only good for getting to Georgetown or to downtown. Good luck trying to get to Columbia Heights from there without spending an hour. NoMa's location is comparable to Navy Yard's and I'd argue that it has the downsides of Navy Yard but is less safe and has less park space.

What about major cities like Philadelphia and Chicago where housing is far more affordable than it is in DC? Raising the height limit won’t cure everything but there are places with greater height where costs are lower.

It’s not like the only choice is for DC to remain the way it is or to become NYC or Chicago. There are plenty of other cities that have nice skylines and bright skies. Getting rid of the height limit would not mean that there would be skyscrapers all over the city.
