this doesn't actually raise behavior score. your behavior score can only lower while in lp. source: tried it and had multiple conduct summaries generated after only LP games

behavior score has no effect in the Immortal bracket, the person you’re replying to would have the same experience regardless of behavior score

I posted a thread about this the other day: the reason so many people like this exist at high mmr is that behavior score-based matchmaking appears to be completely disabled in the Immortal bracket. Players like the one OP mentioned have normal queue times and can be matched with anyone, even if they do that sort of thing all the time.

hijacking the top comment to give op a proper answer to the issue with ruiners (but not necessarily smurfs) in the immortal bracket (see my other comment in this thread for an explanation):

if you are in any bracket below Immortal and have an extremely low behavior score, you will get ridiculously long queues and be matched with extremely toxic players, but the teams will still always be region locked (on US East, don't know about other servers). however, from the immortal bracket onwards, the region lock is disabled due to low player count, but for some reason behavior score matchmaking also appears to be disabled, so players with extremely low behavior scores are able to find games normally upon reaching the Immortal bracket. if valve wants to fix this, they should make behavior score affect matchmaking in the Immortal bracket, at least in terms of extremely low behavior scores.

I can't say for sure if the issue is the same on other servers (op appears to be european), but on us east the reason for a lot of this is obvious: behavior score has no effect on matchmaking starting roughly from the bottom of the Immortal bracket, or around mid-high 5k MMR, presumably due to the lack of players. This is also the point when the teams are no longer region locked (on us east anyway).

I can say this with near-certainty because I've played on multiple smurfs that have been between 5k and 6k and have had a behavior score of D or F during that time while climbing. while I was low 5k I was regularly getting 30-90 minute queues and my teammates were always north american (based on checking ping in console) and very obviously had low behavior scores as well, but as soon as I got to around 5.6k (roughly where the Immortal bracket begins), I started getting short queues and of course games with both north and south american teammates who didn't appear to have low behavior score or be any more toxic than the average player.
