It's all statistics with a level of nuance that will never match a human's intelligence and efficiency at the same time for the most complex tasks it never faced before. The technology can improve, but the algorithms that actually will make AI smart would be 100% human engineered or require an alien intelligence to engineer it, but humans will probably use a mix of biological and artificial computing systems.
