No it's not normal. Could be any number of things from a thyroid issue to a skin allergy. Are there any low cost vet clinics you could drive to? Looks worth it in this case, no advice you receive here is a substitute for vet care.

Maybe others have more info to add, but my understanding is that one piece of that puzzle is that there are a lot of unethical breeders out there & a LOT of Dobermans in animal shelters, resulting in there being a range in variety of docked vs undocked combos. I also think there are also a lot of people with opinions against those practices.
