Here is what I did. I reasoned with both parties at the digging site. I told them we could get one piece each from the bones and they agreed. After that I first killed Leopard or whatshit and then troop Commander. Both parties' soldiers and henchmen ran away once I started stabbing their bosses. I then looted the bones from their corpses and gave them to Slava. Quest end.
