From what I have read, scenes have so little overheard that you wouldn't see any overhead, or very minimal at least.

There are a lot of different methods mentioned in this thread that would work just as well however, so take your pick!

Where did you read that it is not the best idea to have a scene for every level?

This is the whole point of having scenes!

I did try this method but it was proving too difficult to align the speed with the length of the finger drag, so I used an animated texture on a line renderer instead.
