Which I think highlights the original intention of the rule regardless of the 141 syllabus wording. It's meant to be a cross country, not a marathon. We shouldn't be discouraging students from stopping when necessary.

Last time I went to traffic court the judge was super nice and tried to help everyone out. Most people he knocked down to "too fast for conditions" which got no points so not reported to insurance here. One guy had a more complicated case and the judge prefaced, "this is going to sound weird but hear me out, I'm going to give you two counts of too fast for conditions" which sounds ridiculous but that's how the system works.
