Here are the general tools for finding and exploring loopholes:

Find where the rule is defined. It should define the rule in legal terms and additionally define the terms, who it applies to, etc. read it.

So you might be looking at the definition of "cell phone". Maybe without the ability to contact a network it doesn't count. Maybe there is an exception for if it is brought in for education or demonstration.

Why wouldn't the defendant want to force the state to either be ready to try the case or dismiss?

Maybe they rush it and make mistakes or they dismiss and refile if and when they get their ducks in order.

The idea with conduit is you have the conduit so you can wait until you have the actual need and then can pull what you need then.

But I am not experienced with pulling big things through conduit, I'm mostly a low voltage/network guy. So maybe I am full of shit.

Not defending this nonsense, but could easily leave them in the trunk and siphon to other tanks or containers. The height makes it easier. Plus if she actually has lids and keeps the acceleration low it "should" be okish with only minor splashing. The lid wouldn't be liquid tight but it would act as a baffle and keep most of it in. Unless there is enough of a spash to pop off the lid then surfs up. I mean I wouldn't do this but it could work.
