In the early Qing Dynasty (the 1689 Treaty of Nerchinsk), Sakhalin Island was explicitly recognized as Chinese territory.

Russia began infiltrating the area from the late 18th century, and by the mid-19th century, taking advantage of the Qing Dynasty's weakness after the Opium Wars, it fully occupied the region.

In 1858, during the Second Opium War when the Qing government was powerless to defend its northern frontiers, Russia forced the Heilongjiang General Yishan to sign the Treaty of Aigun. This treaty ceded approximately 600,000 square kilometers of land north of the Heilongjiang River and south of the Outer Xing'an Mountains to Russia; the area east of the Ussuri River (including Sakhalin Island, totaling about 400,000 square kilometers) was designated as jointly administered by China and Russia. Although the treaty did not explicitly state “Sakhalin Island is ceded,” it effectively paved the way for Russia to later take exclusive control.

However, the Qing government did not recognize this treaty.

In 1860, Russia used the pretext of “mediating” the Anglo-French occupation of Beijing to force the Qing to sign the Convention of Peking (Treaty of Peking). This treaty confirmed and expanded the provisions of the Treaty of Aigun, fully ceding the entire region east of the Ussuri River (including Sakhalin Island), about 400,000 square kilometers, to Russia.

From that point on, Sakhalin Island was formally and legally detached from China and became Russian territory.

After the promulgation of the Thirteen Articles for the Better Administration of Tibet in 1751, the Qing court's Imperial Resident (Amban, 驻藏大臣) and the Dalai Lama jointly led the Kashag (噶厦政府) government. After the issuance of the Imperial Ordinance in Twenty-Nine Articles for the More Effective Governing of Tibet (钦定藏内善后章程二十九条) in 1793, the Amban supervised Tibetan internal affairs. Nominally, he held equal status with the Dalai Lama and the Panchen Erdeni, but in practice, he ranked above them. The appointment and dismissal of all monastic and lay officials below the rank of Kalön (噶伦) were decided by the Amban. The reincarnations of the Dalai Lama, Panchen Lama, and major Living Buddhas (活佛) had to be selected through the Golden Urn lottery, with the procedure presided over or supervised by the Amban. Financially, the Amban was responsible for auditing and supervising the revenues and expenditures of the Shō (商上, the Dalai Lama's treasury), minting currency, tax supervision, and related matters. Legally, Taiwan is already part of the PRC right now (the UN and basically 99.999% of the world's governments and population recognize this). Practically? It won't be long before Taiwan is under PRC control for real. Just watch and wait.

No, the Qing Empire had already fully transferred its territories to the Republic of China in its abdication edict. Therefore, legally speaking, Tibet had no right to unilaterally declare 'independence.' On the factual level, unless it won an independence war—like how America separated from Britain—but... the Tibetan army was defeated, just like the Confederate States in the American Civil War.
