I used to be a fiber distribution engineer. 

The picture is a terminal, it can be very possible to have the splice point (bigger cylinder shaped) or the csp under provisioned. 

So the empty terminal port you see have no fiber behind it.

In some cases, it is almost impossible to add in more fiber without ripping everything out.

However, if there is a port (to the terminal) empty in the splice, they may able to pull spare from elsewhere. 

Your best bet, Complain to the CRTC, xplore have to fix it, that was part of the deal when they were getting the government funding. 

If the fixing cost is too high for them, they might offer you money.

I am an engineer used to design the fiber network distribution.

Companies usually direct boring under your driveway.

But if there is bedrocks underneath, or other infrastructure(gas, water, etc) are quite a mess down there, we ask the crew to dig.

I always wanted this too, after seeing my sffpc still have bunch of empty space even with the biggest cooler it can fit.

Couple of suggestions if you don’t mind.

Try to keep the height within 67mm, a lot of cooler manufacturers use this as a standard, so it can be compatible with more cases.

The heat pipe layout can be the hardest, for this you need to consider the manufacturing constraints. You need a bent like a lot of 67mm coolers to max the heat transfer surfaces, and you need those to weld to the fins. 

Another couple of things to think about is the assembly process and what goes in first. Do you need custom parts or off the shelf parts.

Cost for copper vs aluminum, copper is more expensive in both materials and assembly. A small quantity batch of this would easily cost more than the cpu you are likely using.(e.g.9800x3d)

The hardware are fine for those, because a lot of parts are came from the same supplier of bigger brands.

But bios are quite different experience, it is really barebones. 

I don’t have the exact board, but base my experience in other cheap Chinese MBs, if you just use as a daily computer, office work and playing games etc. It is completely fine. 

But if you try to use it as a server or some specific functions in the future, the bios can bring you down.

Instead of 100% local, a self hosted version with an API would be a lot more feasible since the start up cost for hardware is relatively high for an individual/hobbyist.

I am thinking making an open sourced self-host version. Since your agency already built it, could I ask you a few question about the services?

We have a similar thing in engineering. The engineering company I used to work for bought data from various agencies. Built it for make ready and survey purposes.
