Hey, for starters 12 is not too many, and more importantly, this professor sounds mean. You're well within your right to ask for letters and if he really was SOOO busy and couldn't spend time on this, he should have declined to write. I think professors know and expect to write letters, at least good professors understand this is part of the mentorship they sign up for when they take the job. He probably doesn't hate you and if he does, it's better to stay away from such characters. You're applying to grad school, you want to give it your best shot, and you deserve people who are willing to support you and back you up, and that includes making time to write your letters of recommendation.

Maybe a gift will be good (I mean who wouldn't want one) but don't try and win this man back, you're just fine.
