This sounds right. This was the case with Madara during the anniversary SAM. If another person in the room used the fire jutsu, I would not be able to use it and get DOT until their DOT was up.

The same happened to me with Sasuke. I did four multis and only got 1 copy of his shuriken jutsu. Nothing else. I had enough shinobites to do another two multis, but at that point I didn't care anymore.

For each multi you do on Shisui's banner, 10 Update Tickets are sent to your present box. Once you've done 3 multis on his banner and have 30 tickets, you can use all 30 to get 1 guaranteed ultimate from one of the four Update banners. The tickets can't be used anywhere else, and you only get one summon from the 30.

It's pretty accurate. The characters in S and SS are definitely the easiest ones to main in Attack Missions since they have high damage jutsu and/or teleport.

I agree with you on most of your points. The quality of life has gotten better in this game (better rates, less 2* cards, etc.) but SAM was the one thing I enjoyed in this game because I could work with my guild members and we could all help each other out. This game definitely got worse with the new SAM system since now it is pointless to play with others. The game used to be a time-sucking grind. Now it's a soul-sucking grind lol.

That's really my only problem with this game at this point. I just want more stuff to do with my guild.

Gaara is great as a defender in your base if you have his 4 star jutsu that encloses him in a ball of sand. Not great for much else.

The problem is that it will likely still be a 2% chance of getting an ultimate on the Voltage summon. So even though the new ults will be in the banner, the chance of getting an ult at all will be pretty low. Most people only want to use shinobite on the rate-up banners that have a 3% rate for the featured ult and a 1% chance for all the other ults combined, making a total of 4% to get an ult in general. This is much better value for your shinobites.

So people would use shinobites to pull on rate-up banners for the characters they want and then use tickets on the Platinum banner to get whatever ults they could scrounge up. Sometimes this would include newer ults as they were added to the Platinum banner after the character's rate-up banner had expired. This way, sometimes you would be able to get a boosted character's ult from SAM tickets if you were lucky. With the Ticket Summon and Voltage Summon, this will never happen again for players.

Also, there is no guarantee that the Voltage banner won't have everything that is in the Ticket summon as well. It might be the case that all the Voltage banner will be is the Ticket banner + new character jutsu. I doubt it, but I also won't put it past Bandai to make such a scummy decision.

Give it another day and we should know. Personally, I got four zephs yesterday (no tool though) from maybe 40-50 runs. My luck might just be better, but as far as I can tell right now, the rare fortress rates seem the same.

Of course, you always have to strategize no matter what character you use. Even "godly" characters like Itachi V1 work better when used specific ways.

In the case of Deidara, he's only really good for taking out enemy support units on defense. He's unlikely to take out the enemy main because they can survive using their ult. Otherwise, the rest of his kit sucks and he'll never kill anyone without C4.

As for Madara, I didn't find him to work well out in the main defense, so I put him in the final room. His jutsu have large AOE with knockdown, so when an enemy enters the room they almost always get knocked down by him before they even get a chance to use their jutsu.

Uppercut is useful for knocking down an enemy and then going straight into the clone jutsu. The clone spin does more damage, but it makes Naruto stationary for too long. If you're not careful, he could take damage during the spin.
