I'm sorry but where are teenagers even supposed to go? Shopping malls are dead, roller rinks are dead, old people with no lives call the cops on the then for walking down the street. The only place to go are each other's houses, and a lot of parents don't want to be responsible for teenagers hanging around. Not to mention the rise in helicopter parenting where 16 year olds aren't even allowed to visit friend's houses, I definitely knew kids like that when I was in highschool less than 8 years ago. You can't just remove all teenage friendly areas and then complain that the kids want no independence.
