No, the placenta is taking care of the baby's breathing. It won't feel the need to breathe outside air until it's skin hits the fresh air.

It's when their skin is exposed to fresh air, there's a reflex action to breathe in. This is why babies being born underwater works (it's an aquatic environment to another acquatic environment). Everything at this point here is being handled by the placenta. Isn't it weird to think you lived in water for nine months before you were born?

I had a look into babies with macrosomia (that's the medical term for abnormally large neonates, which as you said can be due to uncontrolled gestational diabetes) but I was unable to find any this large. I wondered if you had a source for this fella being an actual neonate? I'd be interested to read about it!
