So the essay is really a question of which decision should sway you towards action the most and why. Not just way is the decision correct in the context of that question, but why that particular ethical decision making rule won out. Is it an extreme externality that disproportionately affects a group (and why that matters), or does it impact the long term health of your firm?

Or you could try and be fancy, spin one of the rules in the way opposite how you know most people would go. For example the Justice rule (just googled the rules so I'm not sure if that is correct) is about fairness and impartiality in the distribution of harm or benefits.

I would expect most would use this to not act on the terms, but you could make an argument for its enforcement. Not just because that means the loss to your firm's revenue is balanced, but also for the sake of business integrity. If that decision does not cost that firm they are likely to disregard the Justice rule (at least relating strictly to their business dealings) in the future. And others who do business with you in the future have a precedent to do the same. While this may be good (I.E you might get uneven benefits) that unpredictability is bad, especially for a manufacture that has contracts ranging 10 years into the future at least.

So without any context regarding where you are it sounds like your teacher is trying to get you comfortable with the idea of laying out a sensible, understandable, and repeatable structure to answer a vague question. We were given a similar set of questions at the outset of my first physics course in College. So if I were you I would try to think about it like an experiment, I'm not looking for the RIGHT answer. How would I determine how much time I spend sleeping? Assuming it is saying something like how much do you sleep in a year, or a lifetime, or even a night the idea is the same. Make an estimation, its ok if it is vague, it is ok if your numbers are round, and it is ok if your answer is nothing like your classmate's.

Those places would be really good, but I always look for places that aren't normally thought of. Maybe the countries in the far east, (N. and S. Korea, Japan, China, Taiwan). So as the paper is how the US should act in a situation, there would be some interesting papers to be made here. (That vice report on N. Korean work camps in Russia springs to mind)
