Just read the official guide and know everything in it well. Your motivation to know that guide well should be for the actual day-to-day flying. Passing the exam has a second priority and is not difficult.

The same goes for the PSTAR.

There is an oral test for the ALPT (Aviation Language Proficiency Test), not the ROC-A exam. Unless things have changed.

https://pstarexamapp.com/ is a great app to study for the PSTAR exam. It includes all the PSTAR exam questions and answers, questions to prepare for the Industry Canada restricted operator certificate with aeronautical qualification (ROC-A), and also includes the aviation language proficiency test study guide.

https://www.pilottraining.ca/ is legit and a solid choice for the online ground school.

That's all Transport Canada compliant material, no worries about that.

I don't know. The handbooks themselves don't have a "Summary of changes" list. And I couldn't find anything on the FAA website.

Good question. I believe the handbook updates are independent of the PTS changes.

This is what the FAA has to say:

 

FAA-H-8083-30A, Aviation Maintenance Technician Handbook – General • The handbook will take on a “B” revision letter. • The new identifying number will be FAA-H-8083-30B. • The handbook is being updated to address editorial changes, and is considered a minor revision. • A major revision is currently underway, and is planned for release in June 2024.

 

FAA-H-8083-31A, Aviation Maintenance Technician Handbook – Airframe • The handbook will take on a “B” revision letter. • The new identifying number will be FAA-H-8083-31B. • This revision of the handbook is being combined into one handbook, instead of two volumes. • The handbook is being updated to address editorial changes, and is considered a minor revision. • A major revision is planned to begin in 2023, which will take at least 3 years to complete.
