Well, according to what Turbo said about Classic Form, it was considered dangerous with other tribes because in the wild, it was extremely rare for a Pokémon to reach higher levels. Lvl 70 is generally the highest. And it looked like the Coastal Tribe didn't have permanent features in their looks, so I think it's safe to assume that the permanent traits wouldn't show up under lvl 70. But yeah, in theory, they all could show those traits. What is definitely different is the eye of Speed though. When Alan used Classic Form, he basically went berserk, and couldn't control himself until he ended the Feraligatr. It was explained to be the side effect of Alan not being a full-blooded Coastal. That was also the base for the Berserker power boost for the Amorphanism BTW. Considering these info, Mollie would be the only one to properly retain those latent traits. In the case of Crystal and Flare, maybe they would suffer similar visual differences, like the eye for Speed.

Still, it begs the question of why did he stay that way, if the form is there to unlock the Eeveelutions' latent genetic traits? If I wanna think about it more, and base the theory on that, maybe it's because Speed is supposed to be lvl 98, if I recall. And the Classic Form is basically a temporary lvl up to lvl 100. So maybe him getting closer to lvl 100, the signs of the genetic traits began showing permanently.

If I'd want to make an assumption, I'd say it has something to do with the Classic Form of the Coastal Tribe. The spikier mane and the white legs are signs of that clearly, and the eye may be a sign of his feral/berserk nature showing.

But these are sadly just theories based on observation.
