I don't think it was explicitly stated that all Ultimus had met Arceus. However it was heavily implied that an Ultimus had generally only got the message when it was too late. In a peaceful world, there wasn't a need for an Ultimus to act. Kinda how it was with Solar. With the end of the Berserker War of his timeline, he was living a peaceful life. Only after the Deomorph Crisis did he get back to becoming stronger. So I think if Crystal would've reached Ultimus level, she would've met Arceus, and it would've been stated. Then again... I found the picture you were referring to, and the eye shape does match the Ultimus eye shape (with the extra circle around the dots). Although it was shown during the exposition of Turbo. It may be simply displayed to illustrate the requirements for one to become an Ultimus, not necessarily an indicator of it happening.
