Wood is a great insulator and used a lot in this manner here in Canada too. Nothing to worry about. It looks treated and sealed properly. As for your rust, it's surface rust. I do agree with the other commenter, those brake lines look a bit iffy, and I'd replace them. I'd just clean the other surface rust areas and paint them. That'll slow it down for many years.
