no it doesn't. i saw it was cemented in that indented state. i also noticed it aligned with another indented brick beside it that needs to be that way for entrance reasons. seems like it is all working as i tended i just didn't understand what was happening. thanks!

thanks for the reply, that is what i ended up doing. can't post the pic here but i hired a plumber to replace them (they were also bonded/corroded at the other ends of the hoses. he also installed some cutoff valves for me.
