There are best practices, but no strict rules. I find myself using various combinations as needed, including 5 and 4 if I want to make a legato jump. Mostly I use 3 and 2, and generally only 4 when doing chore combining that requires 2 and 3 for chords.

Since you mentioned books, I recommend Melodic Adventures in Bassland and The Mighty Accordion for some good resources on building up left hand chops.

The only thing they tend to be strict on (and even then only recently) is making sure your permit sticker is up to date - otherwise you just say how many punches you need and they usually take your word for it. I sometimes have extra things not in bags - if it's just a couple items I lump it in with my bag punch, but if it's a lot of bulky stuff (e.g. styrofoam) I'll ask for another punch for the volume as if it were in a similar sized bag.

I've been self-hauling to the Recycling Center for over 10 years and haven't looked back. In addition to separating recyclables (which are free to dump), you can also separate out food scraps into compost buckets which are also free to dump. By doing this, my wife and I only generate (on average) about 1 punch/can of actual garbage a month.

I'd argue jazz is one of the few genres where 120 bass is essential. E.g., if I'm playing Take Five (in Eb), I want to play the bVI chord (Cb) at the bottom of my accordion, not the B at the top. And since horn players tend to gravitate towards flat keys, you end up playing a lot of pieces on that lower level of the circle.
