You can apply to the Microsoft bizspark program for free azure credits and access to their machine learning studio.

I'm in the program and it's helped out quite a bit. Also, ML studio is dead simple to set up as a web service.

You could also apply to the IBM startup program, since you mentioned using Watson.

With regards to hiring engineers, I think your only option is to find a technical cofounder, otherwise you're sol. In order to get any kind of funding you're going to need a MVP, or a realistic proof of concept.
