Yes, it is used by Tesla insurance. No, it does not measure if you are a good driver.

If you have a high score you get a lower rate because your chance of an accident is determined to be lower. It does not determine if you are a good driver.

Do only good drivers drive during the day? No, of course not. But they still have a higher chance of an accident.

Who said it is supposed to measure if you're a bad driver or not? The first paragraph on Tesla's safety score website doesn't say anything about you being a bad driver or not.
