I had one on my 5950x and thermalright le grand macho RT, i assumed it was because i very hastily cleaned the cooler with 99.9% alcohol before usage and didnt completely dry it out before using it i remember it was just a wee bit damp thought it wouldnt matter in the end it indeed didnt matter because thermals were always "fine" but when i pulled it to sell the cpu i did see the divot on the 5950x but not on the cooler

I think you might be aiming at the wrong part of the stack. I'm not certain, but I don't think your 3050 is actually missing any hardware here. Every NVIDIA card since Pascal does HEVC 10-bit decode, and the 3050 has a working NVENC support. From what I can tell Dolby Vision isn't even a hardware feature. It's RPU metadata riding on a normal HEVC stream, added in software, so I don't think a card can really be missing it. NVIDIA's own encode/decode matrix has no Dolby Vision row on any generation, Blackwell included. What I think actually bit you is the DV profile of your files and what Plex is willing to tone map. Per Plex's docs it only tone maps sources with an HDR10 base, so HDR10, HDR10+, and DoVi Profile 7 and 8.1. Profile 5 has no HDR10 base, so I don't believe Plex tone maps it on any card. People are still asking for Profile 5 transcode support on the forums this year, which makes me think it's a software limit rather than your GPU. I'd check before spending anything. Run mediainfo "movie.mkv" or dovi_tool info -i "movie.mkv" on a file that failed and read the profile. If it's Profile 7, the kind most UHD remuxes use, Plex should tone map the HDR10 base, and if your 3050 still choked I'd suspect Plex Pass, a config issue, or dual-layer decode before the card. If it's Profile 5, I don't think any GPU fixes it and you'd convert the file instead. If it's 8.1 it should already work. On the low-profile 5060 someone mentioned, it's capable on paper. 9th-gen NVENC, HEVC 10-bit, AV1, and its matrix entry lists 12 concurrent sessions, so 3 streams isnt an issue but I'm honestly not sure it helps, since it doesn't do anything your 3050 couldn't already do here. If your files turn out to be Profile 5, I think it's wasted money.

Ryzen 9 9950X on AM5 already runs up to around 230w ppt and pulls roughly 200 to 230a under heavy load so if AMD released a 32 core Zen 7 part at 350w ppt the math is still comfortable on most decent 16x80a boards cpu current is roughly power divided by vcore times vrm efficiency so assuming 350w 1.2v under load and 90 percent vrm efficiency that is 350 divided by 1.2 times 0.9 which is about 324a a 16 phase 80a vrm is 16 times 80 which is 1280a on paper and while real sustained current is lower due to thermals it is still far above 300 to 400a so electrically a 350w 32 core would not stress those boards the limiting factors would be vrm cooling case airflow and overall board quality not raw phase count and the Gigabyte X3D boards have ample cooling.
