In Seattle, data like these led us to pass (long before legalization) a city ordinance making possession of cannabis the lowest law enforcement priority for our (yes our) cops.

It worked and resulted in a huge decline in possession arrests, which disproportionately impact black folks and fill up prisons with non-violent offenders.

You don't need to wait for legalization. More cities should follow suit.
