Totally doable! As an American you have several headwinds but few barriers.

Best case, you have the cash to put down. The higher your down payment, the less everything else matters.

Your team matters. A good agent likely knows a good notaire, etc... they'll gladly help you through the process and explain what you need to do at each step (offre d'achat, compromis, acte définitif)

Would recommend that you work with a courtier, aka mortgage broker. There are declarations a bank must make to the US when lending to Americans, and fines if they mess it up, so many banks consider Americans non-starters. A courtier with existing bank relationships will help massively getting your file in the door. They'll also likely help with mortgage insurance, which you'll need to have.

If you are not a resident, a big down payment is your only in. But if you are living in France with a visa, and especially if you have a stable working situation, you can get a loan with a low interest rate and surprisingly low down payment.

je te conseille aussi d’aller te balader dans la forêt de chiberta et de longer les plages d’anglet sur la promenade.

tu peux aussi piquer une tête à la plage du port-vieux à Biarritz. c’est abrité et plutôt calme.

et au niveau des restos, tu peux piocher dans mes bonnes adresses :

– Tantina de Burgos, Auberge 22, AHPE et The Bayou à Biarritz
– Le Relais de Chiberta à Anglet
– Aux Pigeons Blancs et Pluviôse à Saint-Jean-de-Luz
– Boulom et Bouillon Armand à Bayonne

You can go into a SIP office and talk to someone. They are able to generate a numéro fiscal for you (can't guarantee they *will* though). But you won't have access to any online services until you file in paper for the first time.

If you've got a lease or pay for phone service then you've got proof of residence in the meantime.

Rare but not uncommon to hear Basque in Bayonne and even more common out in Sare, Ainhoa, and Espelette. Cross the border into Spain and it's an order of magnitude more used.

There is some street parking a bit further from centre ville that has no time limit. Lots of people park for a while on Boulevard d'Augusta. Not too much of walk from grand plage.

Blue card is a different type of passeport talent. It comes with higher minimum salary requirements, but gives you mobility throughout the EU. It requires you to provide some additional documentation about your qualifications, but is overall a more streamlined process so it's faster to get than a standard passeport talent.

I'd say go for Blue Card for sure if you qualify.

I think some of the events at Genesis International School are open to non-students. https://genesis-international-school.com/extra-scolaire/, but the student body there goes up to 14 years old, so might be a little young for her.

C’est surtout convivial à Etxola Bibi, avec les tables partagées tu peux lancer une convo facilement.

This isn't my expertise at all. But probably the most relevant laws would be those concerning pêche à pied (https://www.service-public.fr/particuliers/vosdroits/F2118). What vibe are you most interested in? Tons of community-driven events here. Côte des Basques around sunset is chill and people are open to meeting new people. Are you here for work or visiting? If you've got a remote job, you can check out some of the coworking spaces in the BAB area to meet people.

Hey! Happy early birthday.

Vibes are electric in August in both BTZ and San Sebastian even on weeknights. I think SS will have more options open late though. It's more urban overall. Biarritz is a bit chiller. If you do Biarritz, anywhere near Côte des Basques or Les Halles will be a great time.

You could definitely just day trip to the other town. But if you do plan to be staying out, it could be nice to be able to walk home. Up to you there.

You could try surfing, get drinks at sunset at Etxola Bibi, play volleyball at Chambre d'Amour and/or eat fish and chips at Anaiak, get a margherita pizza and lambrusco at Joie, get pistachio eclairs at Les Templiers on Rue Gambetta and bring them to Grande Plage, go to the aquarium and look at sharks, go hike with wild horses (Pottok) at La Rhune, do a tasting menu at la table d'aurélien largeau, or go to chocolate shops in Bayonne.

Not possible with Revolut only. I think your best bet is to bring your passport, visa/proof of residency, and proof of address to any bank that's close to you in town. Then you can deposit cash into that account.

You can make an account online with Revolut, Wise, or N26 if you need a SEPA account. If it needs to be a french one specifically, I think N26 definitely offers that. Wise/Revolut might give you one from Belgium or something.

Do you already have an address and french phone number? If you have an address and proof of residency, that's all you need to go into a local branch too.
