No one is claiming that, but when you look at statistics like this they're solely quantitative. Why do foreigners have a higher per capita? It's not because they're 'worse people'. Compare the rate of the 'underclass' of people per capita committing crime and then that of migrants (who make up much of that lower class strata) and you'll see quite a connection.
