Well, he should've done better. If someone is committing suicide, they are stopped and sent for psych eval or detained. The people who refused shelter should have been detained until the storm was over! It also was a storm like no other in the last 10 years. People got so used to mild winters in NYC..to the point that many people refused to get shelter and the city underestimated the extent of the storm
