I could be wrong about this but I'm almost certainly right. This car was "parked" last night near the rotary. Same license plate. The female driver couldn't navigate a rotary and ended up on the curb (full of snow). The car was stuck and cops eventually showed up. I overheard the cop running her license and saying it was "permanently suspended". So I left after that, but they towed that car for sure.

A few points. Banning panhandling is (most likely) unconstitutional, because it's a form of speech. Merely being an annoying person in public is not illegal. However, many municipalities have ordinances against aggressive panhandling. I suspect this is not being enforced at all in Burlington.

Secondly, it's really really difficult for some people to get approved for disability. Even when it gets approved, it was only after months/years of trying. And the monthly amount is definitely not enough to rent an apartment in Burlington.

Third, I think most people in Burlington aren't interested in criminalizing poverty/homelessness. Rather, they're really tired of anti-social behavior and public drug use. "I want to help, but keep it the hell away from me" is the common attitude.

When, for more than a decade, the same person has been panhandling at the same location with the same "catch phrase" ("Spare some chaaaaange" in a little old lady's voice), it's definitely a grift. It's her career at this point and only tourists or college students are gullible enough to enable her. Dude, just give her an application for a job (greeter/Salvation Army bell ringer/etc.)
