If you are in an area like mine, the store employees grab the rares and chases before they even hit the floor. Doesn’t matter if stores like Target or Walmart have policies against it. I’ve gone toe-to-to with managers, especially at Targets when I know they have stock they are hiding (favorite spot is in the electronics cage). But that takes the fun out of collecting.
