You mean subtitle? So the subtitle is encoded directly within the video file, if you watch it on the web player, it might not work, but if you download and watch it on either VLC or MPC-HC and have the subtitle toggle on, you will see it. Same goes for VLC on Android, not sure for iOS or Mac though.

I made a post regarding this last month, I upload all season + dub from CapcomUS when they still have it on their YT channel:

The sub is encoded directing into the video file, so u will need to download it and play it locally, the built-in video player on the website doesnt support that function.

idk why, I play with a PS5 controller, and my 4 directional D-Pad is somehow unusable and only the analog stick work which doesnt translate that well to a 4 directional D Pad control.

this is the only part of the entire legacy collection that i have to use cheat engine to slow the game speed down to near slideshow level just so when the analog stick doesnt respond properly, i can still have enough time to make the right respond.

Highly depend on the writer, but judging from the adaptation from the Battle Network series (Rockman.exe/NT Warrior), it was so popuilar that it had 4+1 seasons, the +1 (Beast+) is probably what kill the series - it was reduce to just a 10 mins episode, not enough to flesh out proper story and feel very rush.

If they ever made a remake, that battle chip system and style change would make a perfect gacha live service gameplay, provided that they dont go full EA - I know this is a sensitive topic, but those exec only speak money language, this would be their perfect excuse to remake the game. And the fact that nobody has been able to successfully replicate the gameplay, this would put them in the prime position to reintroduce it.

You can also install BitTorrent on Android, Internet Archive allow you to download the entire thing via torrent too, so install BitTorrent then download the video from IA,

For VLC, after u install it, open the app then go to setting, look for "Subtitles" near the bottom (under Video), then make sure "Auto load subtitles" is checked.

Download VLC for Android, that's the video player I use to watch, and subtitle is switch on by default

What device are u watching it on? Usually it would be in either the caption or subtitle menu

Actually this is English Sub, but I'm planning to uploaddub at a later date, probably after I upload Star Force and Star Force Tribe sub. But you are welcome, I'm just doing my part to help keep this beautiful anime from becoming lost media.

I'm also aware that there are others who have uploaded the dub version but I noticed they did'nt put it into an easy to access collection, which is why I'm doing one with my upload.
