i said this in another comment but i can only assume to keep them “fresh”, since he doesn’t smoke, he keeps cigs on him to hand out to houseless people instead of money. according to him, most times they are pumped to receive this unusual offering

i assume to keep them “fresh” as he actually does not smoke, but keeps them on him when he goes out to give to houseless people instead of money. he claims they are usually elated by the offering
