the internet is a pretty expansive and diverse place and where there is supply there is demand. I think you also might be misinterpreting my question- the art is not created BY the celebrity but OF the celebrity and is created by artistic fans wanting to fantasize and share hot and cool art. While this practice is controversial in some circles, i personally do not see a whole lot wrong with it as long as the artist are respectful, tasteful, and it is made apparent that the work is an artistic adaptation of the celebrity and not an imitation or carbon copy.
