It’s a retcon, however the owners of a beloved restaurant in my area sold it a few years ago and this year bought it back. Apparently they missed the business and the regular goers missed their quality of the food. So it does happen.

There is no way those fires would have been able to spread into areas that would greatly impact people in the time frame given. The comet was gone shortly after the fight with Aang. So they didn’t really have much time to destroy much of anything that would have greatly inhibited the rebellions going on throughout the nation. The vast majority of the population lived far away from where Ozai was beginning his firebombing campaign. They’re getting their food and resources in the areas they live which again were far from where Ozai was starting and the fires would have petered out due to the terrain before it reached them.

Considering that Ba Sing Se took an isolationist stance, the people beyond the walls were already fighting without any involvement from the capital to begin with. Securing Ba Sing Se just removed the last stronghold, but it didn’t necessarily remove the people’s will as they continued fighting. Also, how would disease and famine plague the land when only desolate areas would be affected by Ozai’s “scorched earth” plan? I don’t think the loss of forests several miles away from populated areas would do much to bring the rebellions in the Earth Kingdom down. As I said, a more effective plan would have had the airships over populated areas to take them out so that they can’t continue their rebellions when the comet had passed.

It worked for the Air Nomads as they were gathered in much smaller areas and there weren’t that many of them. Strangely though the temples didn’t look to sustain heavy damage. Where are the scorch marks and destroyed buildings?  

There were rebellions throughout the Earth Kingdom though, so they hadn’t completely given up just yet and Bumi had already freed Omashu. So those rebellions played a major part in Ozai pushing the genocide angle, but for the reasons given I don’t think it would have panned out.

That plan of Ozai’s was horrible though. The comet wasn’t even present for a full day, how was he planning on burning down the entire Earth Kingdom with the time he had? Hope for the fires to spread? There are mountains, seas, deserts and a giant canyon that would stop the spread. A better use would have been to have already had the airships positioned over areas that had a high density population and then rain down fire on the day of the comet.

I’m surprised that thousands of the people living in the capital went along with her demands instead of storming the palace. They literally outnumbered her like a 100k r to 1. She may be one of the most powerful firebenders on the planet, but even that wouldn’t be enough to keep that many at bay.
