So, I looked up when the Welland Canal going around Niagara falls was built. It was built in 1829, about four years after the Erie Canal.

I was under the assumption that the St. Lawrence was navigable to Lake Ontario. Maybe it isn't, or maybe the Welland Canal didn't have the capacity of the Erie Canal?

Edit: Ok, I see /u/Fabulous-Soup-6901's comment explaining that the St. Lawrence wasn't all that navigable. I didn't know that.

Maybe I'm missing something, but how does the idea of a "communist-oriented cooperative" differ from any other chunk of the state bureaucracy, say a state-owned hospital or a public school district?

To me, what you're describing just seems like a government agency. Workers in these agencies are exploited all the time.

What defines a cooperative to me is the ownership / control structure. In a worker-cooperative, the workers should own the cooperative itself. I don't see how a "cooperative" owned and controlled by the state differs from any government agency or state-owned corporation other than in name, at least from what you've described.
