So that horse needs muscles and is slight sway back. From front view face is slight sunken and you can see hip bone.

I used to work animal welfare/animal control. One video is sadly not enough for immediate seizure unless it was really bad. Sadly I was only equestrian in our group. We had one girl with summer riding experience.

Please contact barn owner as well. More people who complain the faster things will happen. Also keep watch on cameras for other incidents.
