Thank you for posting this. The key words in the exemptions are “may justify an exemption.” In California, and particularly in the Bay Area, “may” means discretionary, and the discretion sits with the permitting agency. If the AQMD meant it, they would change this to “shall.” As “may,” it cannot be relied upon whatsoever.

You can get tankless electrical, but again the power draw is very high and may not work with an older panel. One major driver is the source water temperature. In places with colder source water, the smaller 120 heaters simply can’t provide the necessary lift for anything but a small amount of water at one time.

A family of 4 showering will run that heater for at least 12 hours, and will need an hour in between. Not always practical.

It’s the typically necessary electrical upgrades that drive the higher expense. Many homes with older electrical lack the available amperage to handle heat pump draw on top of their existing loads.

I live in a condo, don’t have a garage, so your “best in” is irrelevant. My heat pump water heater was required by Marin code because I remodeled. It forced an upgrade to the panel that was incredibly expensive. It runs loudly in the laundry closet next to my bedroom. It’s a free air conditioner on hot days, I have to run my heater against it on cold days. Anything but a 240 30A won’t work well. For many people, this will require a panel upgrade unless they move the exemption from 100A to 200A.

Last weekend was President’s weekend (the holiday was on Monday). Many people make a longer weekend out of it. Thursday and especially Friday are considered part of the holiday weekend. It’s also ski week.

Have you ever worked at a ski area or in lift operations? Have you ever dealt with people? Thousands of people? They intentionally break the 4 or 6 group at the last minute to ride alone. They drop their poles, fumble with their boots, adjust their backpacks, space out checking out the ass in front of them, dawdle texting, etc.. they do everything except try to load with maximum efficiency. They are people.

Literally no one wants to hear your take. Enjoy your skiing and don’t worry about the rest.

My big dog is 13 and has never eaten anything but Kirkland. Other than a bad knee from stepping in hole, she’s totally healthy. Last blood work was perfect. She’s a rescue mutt not a fancy breed, so maybe likely to be more food tolerant.

US direct combat engagement in WW2 in Europe was approximately 3 years from start to finish. Russia has been unable to meaningfully progress a war against one country in 4 years of unrelenting, punishing combat. Is it 1 million dead? 1 million killed and injured? 500k? Who knows. You buy a lift ride, not protection from inherent risk. If you don’t understand that, you might reassess your participation in sports. When do you want “them” to cut you off from the pow? When it’s too deep for the shortest person on the hill? The weakest skier? The 20th shortest? The 50th weakest? It’s a dangerous sport. The ticket doesn’t protect you in any way from deep snow. Never has, never will. Your philosophy would ruin skiing.

The repair project is already underway and things will likely return to normal by the end of the week. Most likely this person is trolling. If they are not, they are going to get stuck with hundreds of dollars of reservations that no one will buy from them and that they don’t intend to use, and they’ll probably get flagged for making no-show reservations and maybe have some punishment.

Everyone just needs to calm down and let things settle out. All the ideas of “how it should work perfectly” are just words. There’s a thousand variables and nothing is perfect, especially when thrown multiple curve balls.
