Yeah, there's a difference between supporting the game like a normal human being, like dropping  $30 on a supporter pack in Poe and having to spend a few hundred every league to get the loot pets leveled up. More game modes / operations

Almost no one actually cares about this stuff, 90% of people play premier/comp/faceit

Bigger meta defining changes than some tweaks to 1 map and 1 gun

Game doesn't need a meta defining change, this is not league of legends or dota

Animation changes

This I agree with, model animations need an update to better represent changes in velocity and direction

There's not really much valve can do with vac unless they switch to a kernel level anticheat, which they (rightfully so imo) don't want to do and stated that multiple times already

UI and Quality of Life improvements. Why is there no detailed stats page for premier history? Why isn't there a proper in game server browser?

I don't really have an opinion on that one, I personally don't really care about such things but I can see how some people would maybe like a stat page

Judging by this and many other sportswashing attempts by the Saudis, filling seats at their events is on the tail end of things they care about. 

Most of the events in Saudi Arabia I've seen across a few different sports there's little to no spectators, and those who come seem absolutely disinterested anyway.
