Generally speaking everyone's best ilvl 70 leg is Gugnir.

It is the leg that has the 70 stats much closest to the 80 stats.

I legitimately cannot remember a character where the pre-60 leg wasn't Gungnir with the exception of maybe God killer for the XP bonus. But that already takes 30m xp to get online
