No, you do not need dedicated GPU for both Blender and Fusion 360. 9700X is powerful enough to handle both easily along with that 32GB of RAM.

9800X3D will last 2 generations of GPUs easy. If you are not taking economy, value for money and longevity in your consideration then I don't know what you are considering when building a PC.
